Dr. Jesus C. FERNANDEZ
Dr. Jesus C. Fernandez has
been in the business of human resource development for 17 years at SEAMEO
Regional Center for Graduate Study and Research in Agriculture (SEARCA),
where he now holds the position of Training Media Specialist. SEARCA is
one of the 12 regional centers of the Southeast Asian Ministers of Education
Organization (SEAMEO) based in the Philippines which works for the development
of human resources in agriculture in the SEA region.As a training media specialist, he specifically focuses on learning materials development. He has co-developed three training manuals/guides on Sustainable Agriculture for the Uplands (SAU), Data Management for Rural Development (DMRD), and Advanced Higher Education Administrators Development (AHEAD), and developed one module on DMRD for distance education, which was piloted in Malang, Indonesia in collaboration with the University of Brawijaya. He has developed, coordinated, and managed various regional and international trainings, seminar-workshops, and study tour programs in the field of agriculture and rural development around the Southeast Asian region in collaboration with international funding donors such as the United Nations Development Programme, UN Food and Agriculture Organization, Asian Development Bank, German Foundation for International Development, International Center for Research in Agroforesty, to name a few, and with leading agricultural Universities in SEA region. He has authored the proposal that established the Southeast Asian Network for Agricultural Extension (SEANAE) with funding support from the Centre National d' Etudes Agronomiques des Regions Chaudes (CNEARC). He is also responsible for conducting training needs assessment, training program and curriculum development, and training management. Dr. Fernandez obtained his undergraduate and graduate degrees from the University of the Philippines Los Baņos (UPLB). For his BS and MS degrees, he specialized in Development Communication while he chose to concentrate on community development and environmental science for his PhD degree. His academic performance during his undergraduate and graduate study has earned him a lifetime membership to the Gamma Sigma Delta Honor Society of Agriculture, Los Baņos Chapter. His research interests include development support communication, organizational communication, community participation, and community-based resource management. Dr. Fernandez has also served as affiliate assistant professor of the UPLB College of Development Communication and currently as part-time lecturer at Miriam College, an exclusive school for women in the Philippines. Before working at SEAMEO SEARCA, Dr. Fernandez served as a training assistant cum researcher at the ASEAN Postharvest Horticulture Training and Research Center based at the UPLB campus.
